Difference in D1 and D2?

I'm looking at the bracket, and I'm wondering what the difference is between Division 1 5A and Division 2 5A. The Katy Tigers are in my old high school's (Cinco Ranch) district yet they play in Division 2 while Cinco Ranch was in the Division 1 playoffs. Why?

Texas high school football playoff are broken down into Division 1 and Division 2.

Each District in 5A, 4A, & I think 3A also send the top 3 schools to the playoffs.

The school that is selected from the top 3 to go into Division 1 is the school with the largest student population.
