After looking at this weather report:

Sunday: Periods of showers, with thunderstorms also possible after noon. High near 65. Southwest wind between 10 and 20 mph, with gusts as high as 30 mph. Chance of precipitation is 90%.

I'd say something like 14-7. And considering the Texans inability to run the ball (without teams having to respect the pass element), I would say the Titans have the edge.

I can't see a passing game working in those conditions - or FGs - or punts.
